The Immigration, Refugees, and Citizenship Canada (IRCC) has announced that the final allocation process for study permits in each Canadian province for the year 2024 has concluded. On January 22, it was reported that the department imposes a cap on the number of study permit applications reviewed each year. Today, Mark Miller, the Minister of Immigration, explained IRCC’s approach to achieving these numbers and finalizing the allocation of study permits for each province. IRCC explained that the allocation of study permits for each province is based on the population of that province. This means that provinces and territories receive the necessary permits based on the number of their own study permit applications. This system results in some provinces and territories attracting more international students in 2024, while others host fewer students.

Additionally, IRCC has announced that allocations have been adjusted for provinces receiving fewer study permits to reduce any negative impacts. Provinces that previously received a higher number of international students have had their allocation ceiling restricted to 10 percent of their population. Finally, IRCC has increased allocations for provinces with approval rates of less than 60 percent. This action helps these provinces reach their expected number of approved study permits.
